Are Protests Outside ICE Director’s House in West Newbury Appropriate?

On January 17, during the weekly Barlett Mall rally (very well attended, as always), someone I did not recognize handed out a leaflet calling attention to the fact that Todd Lyons, the Acting Director of ICE, lived in West Newbury. This was a surprise to me and most other people that I talked to about it, and evidently to another individual, who I don’t know about either, who decided to picket the Lyons residence, all by herself. Here’s a report that surfaced on Facebook:

A friend of mine went outside Todd Lyons’ house (Acting head of ICE) in West Newbury to protest peacefully. The police showed up before she even got out to protest, but she said the police were great and totally understanding. They reminded her not to step on his property as that would be trespassing, but that she was within her rights on the public road.

She was alone with her sign standing on the side of the street. A man in a pickup truck drove by and threatened to beat her up and then left, a neighbor came out and filmed her saying it was for his safety, and another neighbor came out telling her to go home. Todd’s family smiled and waved at her and then closed the curtains/blinds.

She’s looking to make it a regular thing and I think she might be onto something. ICE is taking it to everyone else’s houses, why not take it to his? We have a unique opportunity to protest peacefully and lawfully in a way that may have a bigger impact right here down the street. Thoughts?

FYI She is planning to start Saturdays at noon. Starting next Saturday 1/31. Parking at Pentucket High School and walking over to the house. Feel free to join and spread the word.”

I have to say, I had a medley of reactions to all this, several contradictory. First off, hats off to this woman, she showed some guts going out there alone and having people come by and threaten her. My days as a youthful demonstrator are long gone, and memories of the Vietnam protests I went to or read about put me off violence awhile ago. Misery loves company, as the cliche has it, and I doubt I would have shown up solo to parade in front of Lyons’ house. If a bunch of people showed up, I might think differently.

On the other hand, this is pretty ugly. Newburyport politics are often noisy and nonsensical, but they are rarely in your face or confrontational. I guess I feel ambivalent not so much to confronting Lyons and the despicable ICE operations he supervises but subjecting his family — wife and kids – to harassment and vilification-by-association. Is that the Newbury way?

Some may say no, not traditionally, but that the circumstances we are living through today — certainly a nightmare to many of us — merits a brute and unneighborly response. I’m a bit undecided myself. What do you think?

  1. I believe in the golden rule . What is happening across our country with ICe is not . This type of behavior should be questioned.
    Standing quietly on the street outside a house with a sign is not harassment. It is raising awareness for everyone .

    This is a great article/query. I like that you (author) are clearly in solidarity but have the awareness to question the ethics of picketing their house. I also think that believing NBPT politics isn’t in your face is a symptom of being in solidarity, I can tell you that if you’re not in solidarity and have the audacity to express that, it can be (not always) very in your face, and aggressive.
    I personally think rallying outside their private hom is on poor taste, more so if I view it through my own ideological lens, but that it’s within our right to do so if people choose, understanding the moment it becomes aggressive it should be shut down. Maybe putting pressure on him in this way would light a fire under him to make changes. Maybe he’ll just double down out of iration. If what she, your friend, proposes is successful then I guess we’ll find out?

    No. Actions should be coordinated and in a public place, for everyone’s safety. The town green, the courthouse steps, and the town square are the appropriate places for her to defend the law and human rights.

  4. The Newburyport Democratic City Committee Protest Team organizes the Bartlet Mall weekly peaceful protests and may not have been aware that anyone was distributing this information. We often have a large turnout of people from around the region. Participants use these gatherings to network and share information about other actions being planned. We do not endorse or oppose these actions, and do not sponsor them. Any meetings and events we organize have our Committee name and/or logo on them and we always provide email contact information.

    Todd Lyons and his family should give thought as to why he took this job and how his neighbors feel about the actions he has directed. Would you take that job? I could not! Dozens of neighbors from surrounding towns SHUOLD make him and his family constantly aware of how abhorrent, inhumane and possibly illegal the actions of his employees are. How can he reconcile his job choice?

  6. I would ordinarily say this is not appropriate. But are these “appropriate” times? ICE not only comes to your door, without a warrant, but then will try and use your 2 year old or 4 year old(to them it does not matter) to bait you out of your house to knock you to the ground and shackle you. And if there is no child, will take a battering ram and destroy your door. And then will they stay and make sure your house is secure? Just like they stayed and assisted Petti after they shot him 9 or ten times(but whose counting – they certainly are not)

    1. Have you witnessed the agents using a child as a pawn, or is that just what you consume on television? I’m guessing that you haven’t, or you would understand that what you just spoke was completely false.
      Your bias is clearly evident in the way you communicate.

      1. Just because they “consumed it on TV”, it is automatically false in your eyes? Why is that? Because tRump has gotten his sheep to not even believe their own eyes. We should all be discriminating in our consumption of news and validation of it but just because it was on TV does not make it false. That’s how people who aren’t on location get to know what’s going on. Pay attention!

          Trump doesn’t have anything to do with a program that Obama started …other than he’s continuing the Obama program . The bigger issue is that Biden let way too many criminals into the country . ICE is after criminals first and those that are keeping the criminals

You assume only the immigrants who came to this country during the Biden administration are criminals.. This is Trump hate speech. If they were only targeting criminals then why did they murder 2 US citizens? Why are they randomly stopping all nonwhite people and asking for their papers? This is racism. This is hate. Pablo this country was founded by immigrants for immigrants to create a free and democratic society. We will NOT allow Trump and ICE to destroy this. Shame on Todd Lyons for subjecting not only US citizens and citizens in waiting to this un-American violence but also subjecting his family to his horrendous participation.

      Authorities spoke with her and said she is legal to stay on the road. All good there. Wondering, whom are the they that you speak of? The trespassing violent insurrectionist from January 6th perhaps? Or the person who peacefully protests with a sign against illegal violent behavior being recklessly perpetrated on the general population? Because casting the wide net into the public sphere as they have, sadly it entangles too many innocent people. It’s like throwing out the baby with the bath water. Perhaps I’ve misread your intent and you mean anyone who’s protested any government. Just curious what you meant.Thanks, Louise.

    I believe protests in public are essential and are why political speech is enshrined in the First Amendment. As long as protests are on public property, or on private property with the owner’s permission – it is political speech and protected by a few hundred years worth of jurisprudence.

    If people don’t want to face protesters – they shouldn’t do things indefensible under law and common decency, as Mr. Lyons certainly has done. It goes back to long prior to the founding of this country that public officials have been protested near their homes, businesses, and other spots frequented by those officials. Today more than ever there is no presumption that political speech and action are confined to a public square. You cannot post on Facebook and also say protests should remain in only one proscribed location. (Not to mention SCOTUS precedent regarding the general prohibition of limiting public spaces/locations allowed for protesting…) There are myriad laws that protect anyone from “Harassment”, “Trespassing”, “Impeding Traffic”, “Disturbing the Peace” – but you cannot impose a prior restraint to political speech just because it might hurt somebody’s feeling(s), or make a few people uncomfortable.

    If Mr. Lyons can’t uphold the same Constitution that confers these rights, he should not be in an authority position requiring both an oath to honor and duty to comply under that same document.

    So I am for respectful and non-violent protest – especially from the people that are in the same community. Community fails if we allow despicable behavior to go unnoticed. A sign does no actual harm. The same cannot be said of Mr. Lyons’ leadership decisions, and orders given by him thereunder.

    1. Residential neighborhoods are no place for demonstrations. We all have a right to quiet enjoyment of our homes.

      Treating anyone like they can lose their rights to quiet enjoyment of their property is dead wrong…

    I feel terrible for his kids. This is not ok.

    1. I feel terrible for the thousands of people who have been abducted off the streets and thrown in inhumane detention centers without due process.

    2. He should resign from his post and lead by example. That’s something both he and his kids could hold their heads high to. He’s subjecting his family to peaceful protests. As it should be. We all could be voicing our concerns as there’s no question the dept. “is run amok”. Ulterior motives at play, these people are being used to carry out some guy’s racist dream of internment camps for brown people. Stephen Miller is a whacko sicko and Mr. Trump has given him the green light to conjure up and play out these gross human atrocities on our fellow human citizenry. To think these ice agents aren’t caught up in a larger humanities quagmire- is to not be paying full attention. People need to continue to speak out, on behalf of all of us. We need rescuing- from ourselves. We are on the same team, only some people have lost sight of that. We shouldn’t be in opposite camps- we can think differently and be in unison. Isn’t that historically, how great things have been accomplished? Team work? All said with peace, love & concern.

    Her actions are legal, but unconscionable. How about publishing her name and address so that those who oppose her beliefs and actions can also protest outside her home?

      Peaceful protesting of the head of a government agency that has committed thousands of illegal and unconscionable acts is not the same in culpability, and it is folly to suggest the comparison. A person protesting is not a “public official” nor has the protester done anything “wrong” – it is literally the most protected type of speech under the First Amendment – to hold government and government officials accountable to the public they serve. What is unconscionable is your perspective that turns basic Constitutional protections on their head and conflates the actions of TL as head of blatant government lawlessness by an army of personnel to the protected speech of a small community. The shame rests either you and this perspective.

    3. His actions are unconstitutional and unconscionable. Her first amendment right is to peacefully protest. If Todd Lyons can be OK with assaulting peaceful protestors, murdering US citizens, and randomly plucking US citizens off the street just because his agents dont like the color of their skin, then he can watch a peaceful protest on a public street in front of his house.

      She hasn’t overseen or accepted the murder of two U.S. citizens. She is protesting against one of the monsters responsible for those illegal actions! The woman is a fearless Patriot with guts and well within her right to peacefully protest in the public domain where she’s easily identifiable. Unlike the masked gubment goons employed by the dishonorable Mr Lyons.
      You’ll need her information to stage your counter protest in front of the correct address. However, I doubt you’ll bother to follow through with that lame idea as that would expose your acceptance of Mr. Lyons’ unconstitutional practices to friends, family and neighbors. All while exposing your precious identity and restricting the ability to “cast the first stone” anonymously!

    5. That’s a lopsided idea, but to each his or her own. You actually think protesting someone who’s legally peacefully protesting a legit public welfare concern is a good idea? I hope that’s a hipshot response and not a serious suggestion. We’re all in this together. This one side or the other is for the birds.

    A warning to anyone sharing their opinion here or on Facebook. If you post in any way agreeing to this, you risk having your personal information shared on a Facebook account called “Blue Lives Matter”. This account will post your comment along with profile picture and any other information they can find about you (LinkedIn etc).

    They will then say something along the lines of “Let’s hope this person doesn’t get the same harassment at their house”, which of course leads to direct harassment of this person including barely veiled threats against them, their family (including children), house, and job.

    In my personal opinion I don’t think it’s right to show up in front of someone’s house regardless of how strongly you disagree with their job, but it’s even worse to then sic a whole mass of hateful people on anyone who feels differently.

  13. President Trump is right. “These people are crazy “. Leave the family alone and get out of this residential neighborhood where you may provoke a serious event that you will/should regret. If you want to protest do it on the public green or mall with appropriate permitting. Jim
